Ford Recalls 600,000 Vehicles To Keep Brakes From Failing Due To Sticking Valve

Ford has recalled 600,000 2006-2010 Fusion, Mercury Milan, and Lincoln MKZ midsized cars to fix a ABS problem. The ABS valve reacts with the brake fluid currently used in the vehicles and can significantly slow or stop the action of the ABS valve, leading to braking problems. So far, two injuries have been linked to the issue.

In two recalls, Ford has recalled more than 600,000 vehicles for critical brake and spare tire problems. The brake issue affects 2006-10 Ford Fusion, Mercury Milan, and Lincoln MKZ, while a limited number of 2020 Ford F-150s has an issue with the spare tire.

Reason Is Sticking ABS Valve

In the first recall, the anti-lock braking valve (ABS) may remain open following an ABS event such as an emergency or hard stop that causes the ABS to engage. If the normally closed valve does remain open, the brakes will require more travel to stop the vehicle. The recall affects 600,166 vehicles.

The reason for the added travel is that the ABS valve reacts to the brake fluid, which contains corrosion preventive additives. The reaction between the valve and the fluid causes the valve to remain open, increasing the risk crashes, said the National Highway Traffic Safety Administration (NHTSA).

In its announcement, Ford said that it is aware of 15 accidents and two injuries that may be related to this problem. The automaker built the affected vehicles at its Hermosillo, Mexico Assembly Plant from Feb. 22, 2006, to July 15, 2009.

Dealers Will Replace The Faulty Units

Ford dealers will inspect the hydraulic control unit for signs of stuck or slow-responding valves and replace the unit, if necessary. The hydraulic control system will be pressure-flushed with DOT 4 brake fluid. And, the DOT 3 cap currently there will be replaced with a DOT 4 cap. The Ford internal reference number for this recall is 19S54. The NHTSA identifier is 19V904. Ford will notify owners initially of the recall in mid-January. There will be another notice sent out when parts are available, which is expected late in the first quarter of 2020, according to NHTSA. For the hearing-impaired, the TTY line is 800-424-9153. You can also contact the agency through its website, www.safercar.gov.

In the second recall, Ford has recalled a small number of 2020 Ford F-150 pickups to replace the spare tire. According to Ford, the bead area could have been damaged when the spare was mounted. Over time, cuts, tears, or other damage may lead to corrosion to the bead-wire. Bead-wire corrosion can cause separation of the bead wire, resulting in a rapid loss of air pressure, which leads to the tread detaching from the tire. The bead is the point where the tire’s sidewall joins the tread.

Ford has issued several other recalls recently, the most recent of which is for a fire threat from sparks from pretensioners that can ignite the carpet causing a fire. In another recall for Ford Super Duty pickups for unintended tailgate openings due to problems with water in locking mechanism. In another recall, 78,000 Ford Rangers were recalled for issues with a rear light connector and lighting.

Ford F-150s In U.S., Canada Affected

So far, there have been no accidents or injuries reported to Ford due to the problem that affects 31 Ford F150 pickups in the U.S. and 51 in Canada. Dealers will replace the spare tire on the pickups that came down the assembly line the Dearborn Truck Plant, Nov. 10-21, 2019. The Ford identifier is 19S55.

Believe me I did mention that to Ford motors company and, they told me that I could rent a car for 35.00 dollars a day, and I told her that it's not my fault for the recall and the inconvenience that I'm inducing because of Ford Motors company. And I'm 1600 miles away from home. We all need to get together and file a civil lawsuit against Ford Motor company in Dearborn Michigan. For the inconvenience and the stress and frustration of the whole situation. Well at least they accommodate you with a rental that's a blessing. I wonder how many of us that have a rental car that they're paying for? I wish you the best truly a blessing. I'm so sick of calling that number you provided, I even spoke to a supervisor yesterday and he said I feel you. No you don't feel me you not in my shoes 1600 miles away from home without any transportation. 55 and I'm walking catching buses and we in a freaking PANDEMIC.

I contacted Ford about the car rental first they lied and said they don't pay for rental, I called Friday and they were going to get the rental car for me, but the dealership said no because I'm from out of state. So they refused the dealership refused the request from Ford Motors. I'm mad and don't understand why they would make a difference were I'm from.

That would only make sense if the dealership was paying for the rental, however, I believe that it is Fords responsibility to pay for the rental. I would probably call another dealership in your area and see if they could help you on the rental arrangements with Ford, and/or call the dealership where you bought the car and demand that they get you a rental from Ford!

Good luck to all that have their vehicle at the dealer waiting for the defective HCU part. My 07 Milan with 76000+ miles has been sitting at Lincoln of ??? lot since 5/12/21. I was informed a week earlier by their service advisor that they had all the parts in to do the recall on the brakes, recall 19S54. I took the car in on 5/12 for the brake recall, was informed later that day that they didn’t have the HCU part that failed fords test. After being promised several part delivery dates, now they’re telling me 8/24/21. This will be 3.5 months if they hit this date. I never had any prior trouble with my brakes and still original brakes. Here’s the bottom line on this recall. There were 600,000 06-10 fusions, Milan’s, and MKZ’s recalled that are all 11 to 15 years old. Some GENIUS at Ford said there would only be a 1% failure rate or 6000 vehicles. You don’t need to be a rocket scientist to know this is an unrealistic figure. The actual failure rate is over 30% I’ve been informed or probably 200,000+ vehicles. At first I was told it was the pandemic as to why they didn’t have the part. I’ve since been told that the part was discontinued in manufacture at some time in the past. Ford has been lying to everyone about these parts. I don’t think they have them or ever will.Ford, like many manufacturers, have many new vehicles sitting on large lots waiting for chips that are in short supply due to the pandemic. What do you think their main focus would be, getting all the new vehicles to dealers to relieve their cash flow, of manufacturing an obsolete part for 11 to 15 year old vehicles?

I wanted to follow up on this “unbelievable” automotive experience we’ve all had with the Ford (excuses) Motor Company. I finally got my 07 Milan back on 8/12/21 exactly 3 months and 1 day after I took it in to Lincoln of Cincinnati.
They bugged me to rate them after this awful experience and I felt that I would spare them by not rating them. I responded to their email with a summary of this terrible experience of customer non service, so I will share my email here just in case you’re having a similar experience.

My reply to their email:
You don’t really want me to review you on this, do you? I mean you had my car for over 90 days on your lot, on the Ford Motor Company “Brake Recall from Hell” 19S54! BTW, with the recalled “Brake Job” completed I can honestly say that the brake pedal travel now is noticeably greater than it was before the recall when I never had any problem with the brakes You said my battery went bad and wanted to replace it with a cheap battery until I put my foot down on that. My
AGM (gel) battery that I spent $250 on in 2018 was just discharged and needed a charge. The service advisor(?) said it couldn’t be charged and said he wasn’t familiar with them, which I find amazing because they’ve been on the market for 30+ years now. So your dealership went and replaced the battery with a new AGM battery just like the one I had. I asked the service advisor to give me my “old” battery back and he said no problem. After I picked up my car and drove it home, I proceeded to take my old AGM battery and charge it up overnight. By the next morning it was fully charged so, therefore, I put it back into my car and it continues to start and run every time. Thanks for the free battery, however it still doesn’t make up for this awful experience.

The real “surprise” though was the very next day I decided to take the Milan out for a run on the interstate because it hadn’t been run for 90 days at least. When I got back from my drive I noticed that all 4 of my tires had developed cracks on each sidewall as if the tread could delaminate and be thrown off. This created a very serious situation that could have been catastrophic on my drive on the highway. My Pirelli tires were 8 years old with only 28,400 miles on them, however, the tire dealer couldn’t come to a conclusion that sitting 90 days on a car dealers lot would have necessarily caused this severe cracking to occur. The bottom line is that I had to replace all 4 tires at an unexpected cost of $465 after a low mileage credit was applied.

In conclusion, this was no doubt the worst automotive experience I’ve experienced in my 53 years of driving. As a matter of fact, I don’t believe a good fiction writer could make this stuff up. I was lied to continually on dates for completion, as well as the reason for the part (HCU) not being available. I’m not going to blame the dealer for this as they were only following the direction of the manufacturer. Not sure if I’ll ever buy another Ford product, period. If you still want a review it’s up to you? I figure I’m doing you a favor by not submitting a review!

I finally got my car back on aug 13th from that recall. They they said that it wasn't drivable because it needed a master cylinder wtf. Stealing Ford wanted to change me almost 900 for the job. I called McCall Sterling Ford Corp office and told them I'm from California y'all done had my car without a rental car since June 29th. They came down on the price charged me 654.00 Ford already knows that it's the master cylinder I believe that Ford Motors is recalling the wrong part..A bunch of BS.

When they continually lie to everyone it’s gets harder to cover all the lies. Maybe it’s both parts, master cylinder and HCU, only time will tell, unfortunately! A few honest people at the dealership told me the reason for the back ordered part, HCU, wasn’t the pandemic, rather that they quit making the part several years ago, before the pandemic. The Ford GENIUS then had to make the numbers work out. Another one told me that the failure rate was more like 45%, which would make more sense. Ford probably has more vehicles on recall now than the total of new vehicle sales! What a sad sack company, glad I sold all my Ford stock!

I have 2009 ford fusion, ABS light has been on and won't go off, got the recall notice about the brake fluid, toke it to ford dealer to have fixed, them can back to me and said I have to get the ABS light fixed before they will change the brake fluid for the recall, the cost would be $995, in PA the ABS light can be on and it passes inspection, do I have to have the ABS light fixed to have the recall done ? could it be that the ABS light is on due to the old brake fluid ? thanks

S Wilson (not verified)    October 4, 2021 - 5:55PM

In reply to by Donald snyder (not verified)

The recall shouldn’t have anything to do with the abs light. Ford has instructed dealers, as far as I was told by my dealer, that they are supposed to change out the brake fluid and reservoir cap, then test the HCU. If it fails the test then the HCU needs replaced. Sounds like your dealer hasn’t read their email instructions from Ford, or they’re trying to squeeze the $$$$ out of you. I’d call Ford recall department and report what the dealer is telling you. They’ve probably had other complaints on them. Check them on the BBB and get a different dealer. Ford’s taken it on the chin on this one, and they only have themselves to blame for it!!!! Shame on all of them!!!!

I took my 2009 Ford fusion to another dealer yesterday who told me that they would change the brake fluid with the ABS light lit, well after 1hr 30mlns they told me they couldn't change the brake fluid because they couldn't communicate with the HCU unit, they said I have an electrical problem. So they didn't do the recall. To me this is BS, now what ? I never had an issue with the brakes, you would think they would just change the fluid.

Donald Snyder, I promise you Ford motors and dealerships are full of BS. I ended up having to pay 654.54 for a master cylinder after waiting 2 month's for the part to come in. The 2009 ford fusion has a few more recalls 19S54/ 19V904 / 21S12/ and more the airbags are extremely dangerous and them brakes. Ford Motors is nothing but a rip off. No satisfaction fro dealership and no mercy on you being without a car.

Lawanda Easterly (not verified)    October 8, 2021 - 7:33PM

Ford Fusion 2009 is the worst car I've ever owned in my life. And Ford motors is unprofessional to customers who's going through this problem with the breaks completely going out while driving. Well after 2 months of my car at a dealership, waiting on the parts for the recall. They tell me I need a master cylinder and it will cost me over 800 dollar's. So even after the recalls were done for the recall. I had to pay for a master cylinder. No rental car from Ford motors company and they were very unprofessional in my situation with their production of a car that not safe to even sell.

Took my recalled 2006 Fusion in for air bag and brake recall. They did a scan and got a bad thermostat code. That light has been on for years and over a hundred thousand miles. I was told the only issue was the possibility of the heater not working. Heater works fine. Anyway, Ford refused to perform the brake recall unless the thermostat issue is fixed. Guess they want to be certain your heater works more than they want to prevent an accident.

On August 18,2021 I took my 2008 Ford Fusion with less than 62,000 miles on it into Champaign Ford City located in Champaign, Il to handle the issue of the 19S54 recall. I was told that the vehicle was taken care of. I experienced brake failure on 12/01/2021 and brought the vehicle back to Ford City mentioning that it was just in for a recall. They looked it over said they could not see a problem with the brakes ABS. I advised them to look it over more thoroughly. After hanging up I researched this issue and realized that they had not done a full fix on the recall issue and that the ABS HCU was bad. When I next spoke to my service person they said that it was an expensive part that they could not justify paying for that the warranty manager said it was not going to be taken care of by Ford that I would pay out of pocket. I reminded them about the recall only to be furnished with a customer service number to Ford with Dave saying that sometimes the customer gets a better result. When I called that number and after many frustrating transfers I was told by a recall customer service person that because they had deemed that part good on August 18th they had done the recall properly. I suggested that had that part been a good part I would not have lost the use of the brakes just miles later. The recall service person said that once I picked up the vehicle from Ford City on August 18th they were done with that recall and then proceeded to just kept repeating the same rant to me and we were getting no where ..so I asked for to speak with someone above her and was told that I would get the same result. I asked that the person still contact me. Still waiting for that call. I am now in the position of not trusting Ford City as they were the ones to make the call on not repairing the recall properly. I contacted the NHTSA who has a reference # 19V904 about the 19S54 recall. Please contact the NHTSA and report your incident to them. I also filled out the NBC 5 Consumer Complaints form and hope to hear back from them. Now I know that this needs to be fixed but who can I trust to take care of it..and why should I give money to Ford City to fix the probem when they were blatantly neglectful?

Herman Hernandez (not verified)    October 19, 2022 - 3:52PM

2006 F150 have the same problem as the cars. The ABS valving or bypass valve randomly actuates leaving the driver with only limited rear brakes at the very bottom of the brake pedal stroke which is useless if you're going faster than 5mph. Accidents just waiting to happen. Ford know about the problem but will not act until the numbers of accidents and injuries exceed some formula. Good luck all that own these ford products.

Joe Rodriguez (not verified)    October 26, 2022 - 1:16AM

I have a 2012 Ford Edge with the same problem. What Ford needs to do is recall all vehicles with this brake system.
