I test-drove a Focus Electric for a few days last summer, and posted the review on Examiner. That is one really nice electric car. I've seen a few on the roads in the SF Bay Area. They're not pushing it real hard, however, which is fueling this idea that it's a compliance car .. I think Ford's strategy is to spread the effort among multiple vehicles and at least initially make it a low-key effort, focusing on the Energi's, and learn.
The Focus Electric is a ton of fun, but unfortunately, is just another compliance car being sold on the coasts. There are a few down in Denver (I actually went to the launch there), but Ford hasn't said anything about selling then nationally that I know of and were pretty specific about where they would be sold when they announced their launch.
To David and Nick's prior stories. Does any0one see the similarity here with Henry Ford and ALAM? Or the electric car cartel fight that happened in the late 1800s? Same efforts to bar a Mfg from entry.

And .. yes .. this story is an interesting one around a) what's the most correct method for selling cars b) versus the incumbents using the system to bar entry
Most licensing and registration laws (for just about anything in business) are more about protecting territory for the status quo than they are about their claimed purpose, which is usually "safety" or "oversight."
