Yes, the reports I worked from are very nonspecific and cited unnamed sources and were vague on exactly what's going on.

One thing I wonder is if Fisker is looking to offer a Chinese company access to the factory in Delaware in exchange for things like parts and money.

I can't imagine that with the amount of money they've raised, plus selling 2000 cars, that they're running low on money. The critical problem is for the A123 factory to get going again.
