White House 2013 Budget proposes $10,000 tax credit for alts

The White House's 2013 budget proposal includes an increase for the alternative powertrain tax credit to $10,000 per car and gives the credit to the seller or financier rather than the consumer. It also expands it from only plug-ins to several alternatives.
