Last week I attended a lecture by Brad Templeton who's been researching this for years, and is part of the Google Self Driving Car team
Will refer back to that article about Nevada's new law
In California, Google thinks they didn't need any law changes because as Brad put it, the U.S. convention is that if it's not explicitly outlawed then it's not prohibited ..
